Shoreline Community College contemplates awarding a sole source contract to Inside Track Inc for program diagnostic services to evaluate policies, procedures, culture, and language in order to identify equity gaps that are negatively impacting students.

Inside Track has expertise and insights from working with more than 2 million prospective and enrolled students across the country. They have developed a formal process to evaluate gaps and needs. They have more than 20 years of experience providing operational insights and consulting and supporting colleges in making changes based on student feedback. They have proprietary research into student decision-making behavior, along with a systematic approach to reporting that supports executive decision-making. Their student support methodology has been independently verified by third party researchers, with a key study by Stanford researchers appearing in the U.S. Department of Education’s What Works Clearinghouse, meeting evidence standards without reservations.

Shoreline Community College has been engaged in advancing student access, retention, and completion, particularly for underserved students.  The College has done significant research that uncovers equity gaps among the College’s most vulnerable and historically marginalized populations, including students of color, first generation, and low-income students.  We need experts with broad national experience in supporting community colleges to examine our systems and business processes so that we can develop a deep understanding of our policies, procedures, culture, and language in order to identify gaps that are negatively impacting students.

Inside Track will conduct two targeted registration campaigns focused on Spring and Fall quarter enrollment. Inside Track works to contact students, understand their intention and refer them to necessary campus resources when applicable to complete registration for the upcoming term. At the completion of a campaign, Inside Track provides in-depth reporting that shares outcomes, tends and insights into student behavior as well as relevant student stories that will help the college further refine systems and processes to further remove barriers to student success. It will include a roadmap to better support students through implementation of coaching methodology, including staff professional development, process improvements and strategic engagement complementing work being completed with Guided Pathways and the ctcLink conversion.

The contract will be issued on, or about, Dec 27, 2021, until June 30, 2022. The dollar value is estimated at $195,000.

Offers contemplating the scope above are required to submit capability statements specifically outlining their ability to match or do better in their qualification and ability to meet all of Shoreline Community College’s requirements and scope by December 15, 2021. Submissions that only advertise services without persuasive documentation outlining their ability to match or do better will be disregarded.

In the absence of other qualified sources, it is Shoreline Community College’s intent to make a sole source award of the contract.
